Chang Ganfan, born in 1904 in Jiangsu, graduated from Jinling University in 1930. After that, he worked for Jiangsu Insect Bureau and Jinling University. In 1940, Cheng came to the University of Minnesota and received a master degree in entomology in 1943.
After returning to China, Cheng served as profess and dean of Department of Plan Insect and Disease at Jinling University.Then he taught successively at Nanjing Agricultural College and Zhejiang Agricultural University.
Cheng once served as the president of the Entomological Society of China and the 4th Chinese People’s Political Consultative Conference (CPPCC) in Zhejiang.
Cheng is regarded as a pioneer and founder of Chinese Cicadidae Classification Research.
程淦藩，1904年生于江苏，1930年毕业于金陵大学，后任职于江苏省昆虫局和金陵大学。1940年，程淦藩来到明尼苏达大学，并于1943年获得昆虫学专业硕士学位。
毕业回国后，程淦藩任金陵大学教授和植物病虫害系主任。后来历任南京农学院和浙江农业大学教授。
程淦藩曾任中华昆虫学会理事及中国人民政治协商会议浙江省委员会第四届委员。
程淦藩被视为中国蝉科分类研究的先驱者和奠基人。
