Ph.D., Political Science, 2003
Qing Liu, who was born in 1963, received his B.S and M.S in Engineering at Donghua University in Shanghai and stayed there as a lecturer after graduation. In 1991, Liu came to the U.S. and attended Mackay University, where he earned a master’s degree in political science. He then enrolled at the University of Minnesota, during which time he served as a research associate of the Institute of Culture at the Chinese University of Hong Kong and was deputy editor of the "21st Century" bimonthly. Liu Qing was awarded the 1994-1996 MacArthur American Scholar Award and the 1998 U.S. National Social Science Research Council Summer Research Fellowship. In 2003, Liu Qing received his Ph.D. in political science from the University of Minnesota and then returned to Shanghai. He has since become a faculty professor and administrator at East China Normal University. He is also a member of the Shanghai World History Society, a professor at New York University in Shanghai, and an honor research associate of the Institute of Culture at the Chinese University of Hong Kong.
Liu’s research focuses on the history of western thoughts, modern western political philosophy and contemporary issues. He has published the research monograph Unresolved Moments: Western Ideas of Modernity and the scholarly review Diversion. He has also compiled journals including Thoughts on Liberalism and China Modernization and Irony of Freedom of Speech. In 2006, he was elected to the “Shanghai Pujiang Program" and became a member of the U.S. Fulbright Research Scholar Project the following year. In 2008, the Ministration of Education of PRC elected him to be part of the New Century Excellence Plan.

刘擎，生于1963年 。他于1978年入读上海东华大学工程系，先后获得工学学士和工学硕士学位，后留校任教。1991年，刘擎来到美国马凯大学改攻政治学并获得该校政治学硕士学位。而后他前往明尼苏达大学深造 ，在此期间担任香港中文大学中国文化研究所的副研究员及《二十一世纪》双月刊副主编。刘擎曾荣获1994-1996年美国麦克阿瑟学者奖及1998年美国国家社会科学研究会夏季研究奖金。2003年，刘擎获得明尼苏达大学政治学博士学位。同年7月他回到上海，先后担任华东师范大学历史系副教授，教授，博士研究生导师等职。他同时是上海世界历史学会会员，美国纽约大学上海分校教师，香港中文大学中国文化研究所荣誉副研究员，华东师大中国现代思想文化研究所所长助理，世界政治研究中心主任，国际关系与地区发展研究院副院长及思勉人文高等研究院研究生学业主管。
刘擎教授主要研究方向为 西方思想史，西方现代政治哲学及现代性问题。他曾出版研究专著《悬而未决的时刻：现代性论域中的西方思想》，学术评论集《声东击西》， 编著《自由主义与中国现代性的思考》等，译著《言论自由的反讽》等。2006年，他入选上海市“浦江人才计划”，次年成为中美富布赖特项目研究学者，2008年入选中国教育部“新世纪优秀人才支持计划”。
