Liu Xiaoping graduated from Jilin University in 1980 with a bachelor degree in mechanical engineering. In 1982, he received a master degree in engineering from Beijing University of Aeronautics and Astronautics. In 1990, he received a doctoral degree in mechanics from College of Science and Engineering at the University of Minnesota.
Xiaoping is regarded one of China's private equity pioneers and one of the earliest senior members of China International Capital Corporation's (now known as CDH Capital) direct investment team. He has led and participated in many successful private equity investments in China. From 1998 to 2002, Liu served as deputy general manager at the Department of Private Equity of Chinese International Capital. From 2003 to 2005, he was the general manager at CITIC 21CN Company Limited (now known as Alibaba Health Information Technology Limited). In 2005, Xiaoping became the Senior Managing Director of CITIC Capital in China.

刘小平1980年获得中国吉林大学机械工程专业学士学位，1982年获得北京航空航天大学工程专业硕士学位，1990年获得明尼苏达大学工程博士学位。
刘小平被认为是中国直接投资行业的先行者之一， 也是中国国际金融有限公司（现称为CDH Capital）直接投资部门最早的一批高层主管。他曾在中国领导并参与许多成功的直接投资项目。 1998年至2002年期间，刘小平于中国国际金融有限公司担任直接投资部副总经理。2003年至2005年间，他担任中信21世纪有限公司董事总经理。自2005年起于中信资本控股有限公司担任高级董事总经理。
